This is an American flag that was hoisted over the White House in 1989 to remember the Prisoners of War (POW) or those Missing In Action (MIA). It was created by the National League of Families. The flag is black, and bears the black and white emblem of the League: a white circle that contains a black silhouette the bust of a man, watch tower with a guard on patrol, and a strand of barbed wire; above the white circle are the white letters POW and MIA around a white 5-pointed star; below the circle is a black and white wreath above the white motto "You Are Not Forgotten".
